E-rate, is a federal program to supply eligible libraries and schools with affordable communications networks.
CIPA is the Child Internet Protection Act passed by Congress in 2000. It is enforced by E-rate regulations and provides that schools and libraries use filters to prevent children from being exposed to harmful material online.
